Virginia Participates in PSYPACT®
Virginia is a full participating jurisdiction, which means two things. If you are licensed here, Virginia can serve as your declared home state, and an Authority to Practice Interjurisdictional Telepsychology (APIT®) extends your reach to every other participating jurisdiction. And if you are licensed elsewhere in the compact, your APIT® already authorizes you to deliver telepsychology to clients located in Virginia — no separate Virginia license required for that work.
Using Virginia as Your Home State
Hold a current, active, and unrestricted psychology license, based on a doctoral degree, issued by this jurisdiction. The compact has no pathway for master's-level clinicians.
A doctoral program that was APA- or CPA-accredited, or designated through the Joint Designation Committee, at the time your degree was conferred or within eighteen months of it. Several alternate pathways cover older degrees, including continuous independent licensure since before 1985 and the ASPPB Certificate of Professional Qualification.
A passing EPPP score at or above the ASPPB recommended cut score.
No disciplinary action on any psychology license, in any jurisdiction, at any time.
Official doctoral transcripts sent to ASPPB directly by the institution or its clearinghouse. Transcripts forwarded by the applicant are not accepted.
An ASPPB E.Passport, followed by the PSYPACT® Commission's Authority to Practice Interjurisdictional Telepsychology (APIT®) issued on top of it. Both renew annually, and the E.Passport renewal requires three hours of telepsychology-specific continuing education.
While delivering telepsychology under an APIT®, you must be physically located in your declared home state. Changing home states carries a 30-day notification deadline to the Commission.

If you are licensed elsewhere in the compact, your existing APIT® already authorizes you to deliver telepsychology to clients located in Virginia.
What the compact does not do is give you permanent in-person practice rights in Virginia, let you practise while physically located outside your home state, or carry prescriptive authority across state lines. For in-person work here you need either a Virginia license or the separate IPC and TAP® route, which is limited to 30 calendar days per calendar year.
