How Oregon Licenses Psychologists

The Oregon Board of Psychology licenses psychologists in Oregon. Oregon does not grant automatic reciprocity — no out-of-state license simply transfers — but its endorsement framework is meaningfully more accommodating than, say, California's.

The ORS 675.050 Routes

Oregon statute permits the Board to license an applicant without the national examination where one of several conditions is met:

• A doctoral degree from an approved program plus licensure in another state whose requirements are essentially equivalent to Oregon's;
• Diplomate status with the American Board of Professional Psychology;
• Licensure in a jurisdiction holding a reciprocity agreement with Oregon;
• A valid ASPPB Certificate of Professional Qualification.

For an experienced psychologist who already holds ABPP diplomate status or a CPQ, this is a genuinely shorter path — the credentials review has effectively been done once, elsewhere, and Oregon accepts it. Psychologists with five or more years of licensure who do not yet hold a CPQ may find it worth obtaining one first, at roughly $200, purely to simplify this and future applications.

The Jurisprudence Examination Applies Regardless

One clarification that matters: the ORS 675.050 routes waive the national examination. They do not waive Oregon's own Jurisprudence Examination, which every applicant sits. Applicants who read "licensing without national examination" as "licensing without examination" schedule their timeline wrongly.

The Renewal Fee Deserves a Decision

Oregon's renewal fee is around $784 — among the highest in the country, and several times what some states charge. That does not make Oregon a bad license to hold; it makes it a license worth holding deliberately.

Psychologists who accumulate state licenses speculatively should price this in. If Oregon is where you practise, the fee is a cost of doing business. If it is a hedge against possible future work, run the arithmetic before renewing a second time.

PSYPACT® and Oregon

Oregon has not joined PSYPACT® and, unlike Hawaii, Iowa, Massachusetts, and New York, has no bill currently introduced.

Inbound, that means an APIT® does not authorize telepsychology to a client located in Oregon — an Oregon license is required.

Outbound, an Oregon license cannot serve as your compact home state, because the ASPPB E.Passport requires an active doctoral-level license in a participating jurisdiction. A psychologist licensed only in Oregon cannot enter the compact anywhere. Washington and Idaho both participate and both border Oregon, which makes the geography worth thinking about — but remember the APIT® requires you to be physically located in your declared home state while practising under it. A Washington license does not help a psychologist sitting in Portland.
