Psychologists in New York are licensed by the New York State Education Department, Office of the Professions, not by an independent board — the State Board for Psychology advises the Department. New York adopted a licensure-by-endorsement rule in 2022 that created a genuinely expedited path for experienced out-of-state psychologists, but it is gated on a specific experience threshold: five years of practice within the ten years immediately preceding the application. Applicants who fall short of that threshold do not get a reduced endorsement review — they drop back to the full initial-licensure pathway, with its own supervised-experience documentation. New York has also not joined PSYPACT®, so a New York license cannot serve as a compact home state.
New York Psychology License Requirements
A doctoral degree in psychology, completed and awarded, from a program the Department recognizes.
Evidence of licensure in another jurisdiction whose standards the Department considers equivalent to New York's.
Supervised experience in psychology that qualified you for initial licensure in that other jurisdiction.
Passage of an acceptable examination — in practice the EPPP, with the score transferred officially.
At least five years of experience in psychology within the ten years immediately preceding the application. This is the endorsement gate. Falling short of it moves you to the initial-licensure pathway instead.
Good moral character as determined by the Department, including disclosure of any disciplinary history in any jurisdiction.

Typical Processing
Four to eight months is a realistic range. NYSED does not publish a processing target that survives contact with a complex file, and the endorsement route is faster than initial licensure only when the five-year threshold is clearly met and documented up front.
Recommended Lead Time
Start at least eight months before you need to practise in New York.
The long pole is third-party verification — licensure certifications from every board that has ever licensed you, plus the official EPPP score transfer. None of it is within your control once requested, and NYSED will not begin substantive review until it arrives.
Where New York Applications Get Delayed
Assuming you qualify for endorsement. The rule requires five years of experience within the ten years immediately preceding the application. A psychologist licensed eight years ago who took a four-year break may not clear it. If you cannot certify the five years, you are an initial-licensure applicant, and the documentation burden changes completely.
Treating "endorsement" as automatic. It is not a transfer. NYSED still evaluates whether your education, supervised experience, examination, and professional history are equivalent to New York's standards, and it can find that they are not.
Out-of-state mandated coursework. New York requires its child-abuse-reporting training from a New York State approved provider. Equivalent training completed elsewhere is generally not accepted, and applicants discover this at the end rather than the beginning.
Forgetting a lapsed license. Verification is required from every jurisdiction that has ever licensed you, including licenses you let expire years ago. Omitting one stalls the file and raises a disclosure question that is far more troublesome than the verification would have been.
Confusing licensure with registration. New York issues a license and then registers it triennially. Practising on a current license with a lapsed registration is prohibited.
Expecting PSYPACT® to help. New York is not a participating jurisdiction. An APIT® does not reach clients located in New York, and a New York license cannot serve as a compact home state.
Renewing Your New York Psychology License
Renewal Cycle
New York registers psychologists triennially. Registration is distinct from licensure: the license does not expire, but practising on a lapsed registration is prohibited.
CE Requirement
New York requires continuing education for psychologists on the registration cycle, from Department-approved sponsors. Verify the current hour requirement and approved-sponsor rules with NYSED — out-of-state CE is not automatically acceptable.
Late Grace Period
Practising without a current registration is prohibited even though the underlying license persists. Verify the delinquent-registration procedure with NYSED.
How New York Licenses Psychologists
New York is structurally unlike most states: psychologists are licensed by the New York State Education Department, Office of the Professions, with the State Board for Psychology in an advisory role. Applications, verifications, and registrations all run through NYSED rather than through an independent licensing board.
Licensure by Endorsement — and Its Gate
New York adopted rules in 2022 creating a licensure-by-endorsement path for psychologists already licensed elsewhere. To qualify you must show licensure in a jurisdiction with equivalent standards, a completed doctoral degree in psychology, supervised experience that qualified you for that initial licensure, passage of an acceptable examination, and — the operative gate — at least five years of experience in psychology within the ten years immediately preceding your application.
That last requirement does more work than it appears to. It is not five years of licensure at any point; it is five years inside a specific ten-year window. Career breaks, extended research posts, and periods of inactive licensure can all put an otherwise senior psychologist on the wrong side of it. Applicants who cannot certify the five years are not offered a lesser endorsement — they are treated as applicants for initial licensure, which is a materially heavier filing. Establishing which one you are is the first thing worth doing.
Endorsement Is Not a Transfer
It is worth being blunt about this because the word invites the wrong assumption. Endorsement does not mean New York accepts another state's judgment. NYSED evaluates equivalence itself, across education, supervised experience, examination, and professional history, and it can conclude that a given applicant's background does not meet New York's standards. Assume review, not rubber-stamping.
PSYPACT® and New York
New York has not joined PSYPACT®, and legislation has been introduced without being enacted. Introduced legislation authorizes nothing.
Inbound, this means an APIT® does not authorize telepsychology to a client located in New York — a New York license is required. Outbound, it means a New York license cannot serve as your compact home state. A psychologist licensed only in New York has no route into PSYPACT® at all until they add a license in a participating jurisdiction. Given how much telehealth hiring now assumes compact access, that is a gap worth closing before it costs a role.
Licensure Versus Registration
New York separates the two. The license itself does not expire; the registration renews on a three-year cycle and carries the continuing-education requirement. Practising on a current license with a lapsed registration is prohibited, and it is an easy failure mode for psychologists whose primary practice is in another state.
