California Is Not a PSYPACT® Jurisdiction
California has not joined PSYPACT®, so the compact offers nothing here in either direction. An APIT® does not authorize you to treat clients located in California, and — this is the part that catches people — a California license cannot serve as your compact home state either. If California is the only place you are licensed, you currently have no route into the compact at all. The fix is to obtain a license in a participating state, which is one of the most common engagements we run. Practising into California requires a California license, full stop.

The part people miss runs the other way. Because the E.Passport requires an active doctoral-level license in at least one participating jurisdiction, a California license does not get you into the compact either. If California is the only place you are licensed, the compact is closed to you entirely until you add a license elsewhere. For psychologists in the largest non-participating states this is the single most consequential fact about their licensure, and it is usually discovered at the worst possible moment — when an employer or a platform asks for the APIT®.
California Board of Psychology licenses psychologists through its own pathway, and the requirements genuinely differ from state to state — supervised-hours definitions, jurisprudence examinations, and whether an endorsement route exists at all.
