Supervised practice takes place where the trainee and client are located, so the supervising psychologist generally must be licensed or otherwise authorized in that state. PSYPACT authority is written around telepsychology service delivery and is not a general permission to supervise, so the receiving state’s supervision rules govern.
Remote supervision became normal quickly, and the licensure reasoning behind it did not keep pace.
Where the practice happens
The trainee is delivering services to a client, and that practice occurs where the client is. The supervisor carries clinical responsibility for it.
That is why a state cares about the supervisor’s credentials even though the supervisor never speaks to the client.
PSYPACT is about service delivery
The interjurisdictional authority is written around providing telepsychology services to clients in participating states.
Supervision arrangements are governed by each board’s own supervision rules, which specify who may supervise, how often, and in what form.
Boards set the hours rules
The board that will eventually receive the trainee’s hours decides whether remote supervision counts, and several limit it or require a proportion to be in person.
Checking that board’s rule before the placement begins is the difference between hours that count and hours that do not.
Write the agreement down
Names, dates, frequency, format, the scope of the trainee’s practice, emergency procedures, and who holds responsibility for what.

Emergency coverage is the hard part
A supervisor in another state cannot reach local emergency services, cannot attend, and may not know the local reporting obligations.
Every remote supervision arrangement needs a named local resource, and the trainee needs to know exactly when to use it.
The trainee’s own status
Trainees practice under a permit, registration or an exemption defined by the state where they are, and the terms differ considerably.
Confirming the trainee is properly registered there is part of the supervisor’s responsibility, not an administrative detail.
Multiple states in one caseload
A trainee seeing clients in several states raises the question separately for each one.
It is usually simpler to constrain the caseload than to build an arrangement that satisfies four boards at once.
Document the supervision itself
Contemporaneous notes of each session, cases discussed, guidance given, and the trainee’s progress.
Boards examining a complaint about a trainee look directly at what the supervisor knew and when.
Check your coverage
Supervisory liability is a distinct exposure, and not every policy includes it or extends it to trainees practicing in other states.
Confirm with the carrier before the placement starts, because this is the one that surfaces only when something has already gone wrong.
Ask the board directly
Where the rules are ambiguous, the board that will receive the hours will usually answer in writing.
An answer in writing before the placement is worth more than a well-reasoned interpretation after it.
