
PSYPACT authorizes the practice of telepsychology across participating states, and assessment is within that scope. What it does not resolve is whether a specific instrument may be administered remotely, whether its norms support remote administration, and whether the publisher’s terms permit it — those are decided instrument by instrument.
Assessment is the part of telepsychology where the licensure question is the easy one.
The licensure layer is settled
Where you hold Authority to Practice Interjurisdictional Telepsychology and the client is in a participating state, assessment falls within the practice you are authorized to deliver.
That is the end of the licensure analysis and the beginning of everything else.
Instruments are not interchangeable
Some instruments have publisher guidance for remote administration, sometimes with equivalence data. Others were normed in person and have no remote validation at all.
Administering the second category remotely is a deviation from standardization, and it has to be treated as one rather than assumed away.
Standardization is the whole point
Norms describe performance under specified conditions. Change the conditions — screen size, audio quality, the examiner’s ability to observe, the presence of others in the room — and the comparison weakens.
For some measures the effect is negligible. For timed performance measures and anything requiring manipulation of materials, it is not.
Test security
Remote administration means materials appear on a device you do not control, in a room you cannot see.
Screen capture, a second person off camera, and the simple risk of item exposure are all real. Safeguards exist and they are your responsibility to apply.
Publisher terms are a separate contract
Digital administration platforms carry licensing terms about who may use the materials, from where, and in what circumstances.
Compliance with licensure law does not imply compliance with those terms, and publishers do enforce them.
Forensic work raises the bar
An assessment intended for a legal proceeding invites scrutiny of administration conditions that clinical work rarely receives.
Where the matter is likely to be contested, remote administration of an instrument without remote validation is an avoidable vulnerability.
The client’s environment
A quiet, private, adequately equipped space is part of standardization. Many clients do not have one, and that is a clinical fact rather than a technical inconvenience.
Screening for it before scheduling saves an invalid administration.
Document what you did
The report should state that administration was remote, describe the conditions, name any deviation from standardization, and address its effect on interpretation.
A report that is silent about remote administration is the one that causes problems later.
Hybrid is often the answer
Interview and history remotely, performance measures in person. It is more work to arrange and it produces a defensible result.
Where the whole battery must be remote, choosing instruments with remote support rather than adapting familiar ones is the better trade.

- Does PSYPACT allow remote testing?
- It authorizes telepsychology practice across participating states, which includes assessment. Whether a given instrument may be given remotely is a separate question.
- Are remote norms valid?
- For some instruments publishers have provided guidance or equivalence data. For many they have not, and using them remotely is an unsupported deviation.
- What about test security?
- Remote administration raises real risks of recording, coaching and material exposure, and you are responsible for the safeguards.
- Does the publisher’s license matter?
- Yes. Digital platform terms and licensing restrict how and where materials may be used, independently of licensure law.
- How should I document it?
- Record the administration conditions, the deviations, and their potential effect on interpretation in the report itself.
